Launch now appears as the primary action, ensuring learners review the material before notifying observers, and a Started By entry is captured in transcript history and Reporting 2.0.

Description
The OJT Material Default Action Update changes how learners interact with On-the-Job Training materials that include a file or URL material source. When a learner holds the On-the-Job Training Notify Observers permission and the OJT material has a file or URL source, Launch is now the primary action on the transcript, with Notify Observer demoted to a secondary action. Once the learner clicks Launch, the actions swap: Notify Observer becomes primary and Launch remains available as a secondary action.
In addition, when a learner clicks Launch before the observer completes the OJT, a Started By entry is recorded in the transcript history. This entry is reportable in Reporting 2.0 under Transcript Start Date, bringing OJT material behavior in line with standard material learning objects.
Business Need
Before this enhancement, Notify Observer appeared as the primary action even when reviewable content was attached. Learners often notified the observer without ever opening the file or URL they were supposed to review, undermining the purpose of the attached material and the observation that followed.
By promoting Launch to the primary action, Cornerstone gives learners a clear visual signal that there is content to review before the observation. This reduces missed reviews, improves observation quality, and gives administrators, managers, and observers confidence that learners actually engaged with the source material. Capturing the Started By entry also closes a reporting gap, giving organizations visibility into when learners began their OJT preparation.

Deployment & Considerations
This enhancement is available in Stage at the start of UAT and in Production with the July 2026 release. It is on by default, requires no new permissions, and needs no administrative configuration to activate.
Only learners who hold the On-the-Job Training Notify Observers permission and are assigned OJT materials with a file or URL source are affected. Launching the material source remains optional — observers can still complete the observation at any time, regardless of whether the learner clicked Launch. The Started By entry and Transcript Start Date are only captured for OJTs launched after this enhancement goes live; historical OJT launches will not be retroactively recorded.
